Re: Issues 9197281 and 9186461

The defect is located in the carriageway of Royal College Street (as shown in the attached map), not within a housing estate.

It concerns a defective road surface / utility cover which is causing repeated and significant noise disturbance from passing vehicles.

Please can this be reassessed and correctly logged with the Highways team rather than Housing Repairs.

I would also appreciate clarification on responsibility. The issue has been marked as “not the council’s responsibility”, however it remains within the public highway and is causing ongoing disturbance.

If this asset belongs to a third party (e.g. utilities), please confirm:

The responsible organisation That the issue has been formally raised with them Any reference number associated with that escalation

In addition, please provide contact details for Lumen Technologies, as these are not publicly available and I have been unable to locate them.

For context, I have previously contacted Virgin Media for a similar issue, and they responded within 12 hours.

This issue has now been raised multiple times and remains unresolved. I would appreciate a clear route to resolution and confirmation of next steps.

  • Thank you for your email. There are two manhole covers at this location, one belongs to Virgin Media and the other to Lumen Technologies, both have been reported. Due to the location of these covers, the works will need to be planned in with Traffic Management coordination.
