Water ingress in the wall of the vault under the pavement.

Reported to Thames Water Aug 23. Thames Water performed a number of investigations and replaced part of their old valves. Water ingress didn't stop. Thames Water analysed the water for ammonia and chlorine. Oct 17 the results from the lab were negative. Thames Water reports that the source must be groundswater or stormdrain leakage seeping from the under the road into the vaults.

This is the same issue reported at 60 Delancey Street. It seems I accidentally got it twice but the picture is in this one.
