Drain Is Blocked during Rain

The drain in front of restaurant is keeps getting blocked during rain creating serious health concerns as the business is serving food. The issue has been reported several times but never got addressed and closed. We think the drain needs to be cleaned as it may have dirt and leafs which has blocked the pipes.
