  • Thank you for your enquiry,i have visited site and the pavement is cracked but meets intervention levels and Unfortunately the Council do not have to provide a waterproof surface to the public highway and does not accept responsibility for any water ingress into the sub-structure of any property. It is the owner’s responsibility to ensure that the vault is adequately waterproofed and that the structural integrity is maintained at all times in order that the structure can support the public highway.

    Section 180 of the 1980 Highways Act requires that all vaults, arches or cellars beneath the public highway are kept in a good state of repair by the owner of the vault, arch or cellar, or of the property to which it belongs
