The council owned building which housed a college is now empty before they left they built this bin storage which is actually on the street not within the boundary, the building has now got eight guardians in it. They are using the bins but nobody is emptying them likely because they are commercial bins and not domestic. Further many of the commercial buildings seem to be piling rubbish up on the street which nobody is collecting.
