Inadequate Lighting - Kilburn Pl - Part 3

Thank you for your response and for clarifying that the street is currently lit to a C3 standard under BS 5489:2020. However, I would like to request a review of this classification. While I understand that C3 lighting is intended for low-footfall or no-throughfare roads, this does not reflect the actual circumstances on Kilburn Pl street.

Despite being a no-through road, the area experiences regular pedestrian use by residents and visitors, particularly during the evening. More importantly, there have been repeated incidents of antisocial and illegal activity, as reported to both the police and the council. More than happy to provide reference numbers if required. These ongoing safety concerns indicate that the existing lighting level is insufficient in practice, leaving large dark spots that heighten the sense of insecurity.

Under BS 5489:2020, Section 5 (Lighting Design Parameters), local authorities are permitted to adjust the lighting class upward when there is evidence of crime risk or fear of crime. I therefore ask that the council re-evaluate the lighting class for Kilburn Pl — for example, to a C2 classification — and consider additional lanterns or higher-output fittings to provide consistent illumination and improve public safety.
