I am writing to report a severe and persistent obstruction of the public highway at [Location] that requires your immediate intervention.
The pavement is currently being used as an unregulated dumping ground for hundreds of bicycles. This has resulted in a complete blockage of the right of way. This is not a minor inconvenience; it is a life-safety issue.
By failing to manage this, you are effectively forcing pedestrians—including children, wheelchair users, and people with prams—to walk blindly into active traffic on a very busy road. The disregard for the safety of disabled residents is appalling and constitutes a clear failure to adhere to the accessibility standards required by law.
Furthermore, the bikes are stacked in such a precarious manner that they are a "fall hazard" waiting to happen. It is only a matter of time before a stack collapses on a child or a vulnerable pedestrian.
The fact that this is allowed to happen daily is unacceptable. I expect the Council to exercise its powers under the Highways Act 1980 to clear this obstruction immediately before a serious accident occurs.
Please treat this as a matter of high urgency.
