Just outside 16a North Villas

I am writing on behalf of all owners/residents at the selected address, though I live in 16a personally.
Immediately outside the above referenced building there has been some kind of tarmacking over the paving stones right next to where Thames water supply boxes are. As we were not notified of this work we are surprised not least because it’s unsightly done without our knowledge, in a conservation area and also quite dangerous especially right outside the entrance to our flat. I slipped on it on Sunday night entering the property, no injury this time however it’s a really poor piece of work. We are not sure whether it was done by Thames water but I understand that any such work done in this borough would be done with the knowledge/permission of the council. It has been 5 days since this has happened. Could you therefore enlighten us as to how this has occured and what, given the above, can be done? Thanks in advance.
