Filled trench surface is crumbling. Lorries travelling at high speed hit the defect and cause loud bangs and make the houses vibrate. Please please please fix it. It's awful

This defect is getting worse. A temporary fix with tarmac has already failed. The noise at night from vehicles who cannot see the defect is increasing. If the defect cannot be immediately fixed is it possible to fence it with hazard barriers and lights?
