Drain outside 33 Willes Road blocks every time it rains

Reference 6009918. Nothing has changed although this job has been closed. And the system will not allow me to update new photos, but it has been blocked all day - and is still blocked 3 hours after the heavy rain has stopped (Sat 6th July)
